Say what you want about Boston, but if there is a sizeable rowing town in the US (and even the world) that knows it is a rowing town, Boston is one of them (with Philadelphia the most obvious formidable or even surpassing rival, thanks in part to Thomas Eakins and of course Boathouse Row; others fit the description but not quite on the same level).
For the evidence, check out Little Big World's tilt-shift timelapse of "Beautiful Boston," which starts off with two iconic Boston rowing community activities: running stadiums (any chance there are any rowers among the folks running?), and, well, rowing.
While focusing on the beautiful in Boston, the vid doesn't really pull punches - there are plenty of images of twisty, turny, triangly traffic as well. But if you want a twisty, turny river for fun head races, you'll get streets that reflect the same; makes it hard for rowers to complain too much. Enjoy the vid below.
