C2 isn't helping anyone understand this - Force is vector, expressed in newtons, not watts. Power is a rate, expressed in watts. This is very important in rowing boats because a more constant speed has less drag and is more efficient (it's cubic) https://circuitglobe.com/difference-between-force-and-power.html. Ergs are trying to simulate drag by showing us watts... they will not account for the fact that two boats with the same exact watt output can differ in speed. If one of the boats rows longer and spends more time with the oars engaged, they will beat the short choppy boat with the same watts.
