THE PHILO PROJECT: SCHUYLKILL NAVY The PHILO Project · June 15, 2016 The Schuylkill Navy is the oldest amateur governing body in sports in the United States. The Navy's restriction of its contests to amateurs, beginning in 1872, contributed directly to clarifying the distinction between amateur and professional sports. Many of the Navy's premier oarsmen have become national and international champions. The Olympics have served as the setting of some of the most significant of these victories. Today, the Navy is in charge of the Schuylkill River, providing stewardship and access for rowers and all citizens who wish to share in the life of this unique body of water.
